One Desk Consultation – Preference Outcome

The New Zealand telecommunications industry does not support the establishment of a One Desk facility.

In the Telecom Separation Undertakings (Clause 94.1) Telecom committed to consult with the industry on their preference for a One Desk facility.

The consultation sought feedback from Eligible Service Providers on their preference for always dealing separately with Chorus and Wholesale for ordering their respective Relevant Services or whether they would prefer, in certain circumstances, to have the option to make use of a One Desk facility.

Options for a One Desk scenario, and the associated benefits and impacts, were presented by Telecom at recent breakfast briefings (5th & 7th May 2008). Service providers were advised that the period of consultation was open and that they had an opportunity to register their preference.

The presentation was videoed and, together with a copy of the presentation slide-pack, was placed on the Telecom website for those who were unable to make it to the briefing.

The consultation period for registering a preference for One Desk closed on 30th May 2008, with all respondents indicating they preferred to place orders for Relevant Services separately with Telecom Wholesale and Chorus.

With no apparent support for a One Desk option within the industry, Telecom formally announces that it will not be developing a One Desk facility for service providers who deal with Chorus and/or Wholesale.

One Desk - Background

With the Undertakings now signed, we are keen to complete the various consultation activities that the Undertakings contain. One of the first consultation activities is to check what our customers think about the implementation of a One-Desk model now that Chorus and Telecom Wholesale are operationally separated.

Telecom is required under the Operational Separation Undertakings (cl 94.1) to consult with Eligible Service Providers on their preference for always dealing separately with Chorus and Wholesale for ordering their respective Relevant Services or whether they would prefer, in certain circumstances, to have the option to make use of a One-desk facility for ordering Relevant Services.
