Governance and Equivalence

Telecom marked an important milestone on 1 December 2011 with the structural separation of Telecom and Chorus.

Equivalence

Prior to December 1 2011 Telecom was governed by its Separation Undertakings.  Among other things these Undertakings required Telecom to meet the Resale Equivalence Standard for Relevant Services (such as POTS). The Retail Equivalence Standard meant that Service Providers would have “the ability to provide End-Users with the same or a substantially similar service delivery experience” as Telecom’s End-Users.  The Service Performance Equivalence KPIs (SPEK) report was designed to help monitor Telecom’s performance in delivering Resale Equivalence. 

Telecom was structurally separated on December 1 2011 into two separate companies (the Retail company “Telecom” and the network company “Chorus”), therefore removing the Resale Equivalence obligations in the Separation Undertakings. However, Telecom has decided to continue the SPEK report on a commercial basis for the products which it owns (including POTS).
