IP Interconnection

As the New Zealand telecommunications industry moves to deploy IP networks as replacements for the Public Switched Telephone Network (PSTN) it is essential that they can interconnect to enable end-to-end service completion for voice and Virtual Private Network (VPN). 

Consultation on IP Interconnection has taken place through a Telecommunication Carriers Forum (TCF) Working Party. This working party was formed to assess the industry's requirements and preferences for a move from the existing voice interconnection regime to a future IP interconnection regime that will support the expected range of IP services.

The consultation process has progressed to delivering an IP Interconnection Plan.

IP Interconnection Plan

Clause 66.7 of the Undertakings requires that "Following completion of the consultation process required by clauses 66.2 and 66.3 the Wholesale Unit will, by 31 August 2009, develop and publish on the Wholesale Unit's Internet website a plan for addressing the matters listed in clause 66.3." The matters lised in clause 66.3 are:

  • service definitions;
  • commercial model;
  • technical standards;
  • operational standards; and
  • timetable for service introduction;

in relation to Service IP Interconnection for voice services and Service IP Interconnection for VPN services.

Consultation History:

The working party was made up of representatives from TelstraClear, WorldxChange, Vodafone, Telecom Wholesale, Telecom Retail and Gen-i, Orcon, Kordia, Callplus, NZ Communications and TrustPower; and, the Commerce Commission and the Ministry of Economic Development (MED) also participated in these discussions.
