VDSL2 Product Proposition

Mandy Tait, Senior Product Marketing Manager, presented the Wholesale product proposition for VDSL-based broadband offerings to be released in coming months. As well as outlining the basic product proposition, this presentation contains future product development proposals and information on VDSL CPE support, sertified devices and testing process for third-party CPE.
UBS-UBA Migration Planning Update
David Oxnam reviewed the progress being made by customers to develop and implement migration plans from the range of migration options being supported by Telecom Wholesale. Your Account Management team can assist you with planning for your migration from UBS to UBA so that you are prepared for the closedown and withdrawal of the UBS service.
Data Services Update - coverage, service experience and HSNS enhancements

Mike Shirley, Head of Data Product Portfolio reviewed the service experience for data products and reaffirmed his committment to regularly review SLA performance as we continuosly improve processes to achieve our target SLA's. Mike outlined the business rules being implemented to support data services delivered from roadside cabinets where ASAMs are being replaced by ISAMs and the impact this will have in existing customer circuits.
Emil Petrov, Head of Managed Data Marketing reviewed the plans for improved service availability tools to assit you in choosing the best service option for a particular location.
Phil Bodis discussed options being readied for launch for customers requiring access and handover diversity.

Wholesale Consumption of UCLL for Naked UBA Service

One of the major Undertakings deliverables that Telecom Wholesale will deliver this year is the salf-consumption of UCLL services from Chorus for the delivery of xUBA services. Tim Armitage discussed the process changes and potential impacts for service providers that this change in supply will create. While the current plan to to isolate the service provider asmuch as possible from these internal changes, it is important for you to understand the change in the supply process so that you interpret responses from our provisioning process correctly.

Resale Deregulation

Enhanced UBA Tail Extension Service
12th November 2009
Mandy Tait introduced the new Enhanced UBA tail extension service which launches on 16th November. This is a backhaul service that extends an Enhanced UBA access tail from the Local Handover Point to a Remote Handover Point nominated by the service provider. For more information contact Mandy.
IP Interconnection Roadmap
23rd September 2009
Stuart Goodin, Manager Industry Relations, provided an overview of the work on IP Interconnection that has been going on for the last year in the TCF working party. A document outling the IP Interconnection Plan has been prepared. IP Interconnection is at the stage where it will be handed over to our product team, and Michael Goldfinch, Head of Interconnection Portfolio, is now the point of contact.

Data Roadmap Update - 23rd Sept 2009
Kaisa Olding, Senior Product Manager, provided an update on legacy data products and the development roadmap for new products including HSNS and UPC. It is now three months to the withdrawal of UNS, ATM and Analogue Data. The next development for both HSNS and UPC are Enhanced Service Level Agreements (SLAs). PSTN Replacement
22 July 2009
Details were presented on the start of a discovery project to investigate requirements for a replacement for the mass market PSTN (POTS) voice service.
This presentation follows one-on-one discussions with Telecom Wholesale customers on their initial requirements for a replacement to the current Wholesale resale voice service. Regular updates will be presented at future Dialogue discussion forums as this discovery project progresses.

Variation to the Undertakings
25 June 2009
Approval by the Minister of Telecom's variation to the Operational Separation Undertakings on 10th June.
We have undertaken to develop an implementation plan for all customers who will be engaging in B2B development - this is part of a risk mitigation strategy to ensure any changes to the Telecom Wholesale delivery plan is communicated effectively with customers and impacts are identified & managed.

Data Product Update - 25 June 2009
Kaisa Olding and Mike Shirley from the Wholesale Data Product team presented a final roadmap and migration options for the Resold and Legacy data portfolio.
Customers now have access to component services which they can use to build next generation IP replacements for the resold Telecom legacy services.
We have finalised the grandfathering dates for all products with the exception of Frame Relay. Customers who are relying on Frame Relay as part of their future business should feed back their requirements to the Wholesale Data team via their Account Manager.

TCF Premises Wiring Code of Practice – Working Party report

The Telecommunications Carriers Forum (TCF) working party presented a draft of the Premises Wiring Code of Practice they have been developing since the beginning of the year. A copy of the draft is available on the TCF website. Feedback on the draft is welcomed from industry stakeholders.
Data Products – Migration Discovery Update

Kaisa Olding & Mike Shirley discussed the progress we have made in discussions with our customers about their planning for the migration from legacy data services to new-wave NGN data services. Telecom Wholesale's plans for supporting customer migration requirements will be reported back to the industry at the June 25th Dialogue consultation Product discussion forum.

Data Products - Enhanced Service Levels

Jo Olliver discussed with the audience three proposals for enhancing the SLA's for Data services. The enhancements are for 24/7 Restoration, Critical Care escalation and Prioritisation of fibre provisioning. These proposals will be piloted on the Unbundled Partial Circuit (UPC) service and the High-Speed Network Service (HSNS). Your feedback on these proposals is being sought.

Broadband Portfolio Update

Bogdan Nita presented an update on the Service Availability Tool for ADSL2+ coverage, proposed enhancements to include VDSL2+ coverage and exchange/cabinet lookup in addition to the site lookup currently offered.
Georgina Ott updated the industry on the Telecom Wholesale VDSL2 pilot, experience so far and next steps.
David Oxnam detailed the grandfathering plans for the UBS service and discussed options for migration to Basic UBA and Enhanced UBA. Customer preferences will be factored into the migration planning that Telecom Wholesale is currently undertaking. David also discussed the development of a bulk pre-qualification report which we would like develop to assist service providers with their customer migrations. Chorus FTTN Update – Broadband Waiters

Ed Beattie from Chorus provided an update on the Fibre to the Node (FTTN) rollout which is now in full flight. With 25 cabinets being deployed each week the project is meeting its delivery milestones each month.
Daryl May (Planning Manager - Chorus) provided an explanation of the broadband "Waiters" issue and the impact that the FTTN project rollout was having on mitigating this issue.

SLES & UBA

For service providers with PSTN ports installed in a local exchange building that feeds cabinets in the local area, there is now option to purchase a low-frequency Sub-Loop Extension Service (SLES) in conjunction with a cabinet launched Unbundled Bitstream Access service (UBA).
Details on this service offering are contained in this presentation. This service option is delivered in conjunction with Chorus. Interested parties are requested to contact their Wholesale account manager and their Chorus account manager to co-ordinate the delivery of this service.

Basic UBA Identifier - proposed enhancement to Basic UBA

A service provider has requested an identifier is provided during Basic UBA L2TP session setup that uniquely identifies the service. This identifier can be used to uniquely identify the end-user, irrespective of information submitted by that end-user, meaning that it can be used for verification. Prior to this enhancement Basic UBA would anonymously forward end-user PPP sessions to the service provider via an L2TP tunnel. Service providers were reliant on simple user/password verification techniques to identify end-users.
The prevalence of phishing, spoofing and similar threats on the internet undermine the reliability of these verification techniques. In particular, it provides a strong element of doubt in the event of disputes as to whether an end-user did something or not.
As new applications such as VoIP are rolled out, the roaming capability of an end-user, while a useful feature, can undermine or limit service features such as geographic-aware content.
Proposed changes to UBA STD

Appendix E of the UBA Operations Manual sets out the list of rejection reasons that Telecom can provide to service providers who place orders under this STD. There is a subtle difference between the wording of rejections in this STD and the rejection reasons Telecom Wholesale provides to its customers for all other wholesale services.
Telecom is seeking change in the wording of these rejection reasons in order to align with existing industry practise. Telecom is also seeking to add additional rejection reasons that it believes provide customers with a better understanding of why an order has been rejected, and again are consistent with existing industry practice.
Premises Wiring
The vast majority of homes and small businesses are wired in accordance with PTC 103 for PSTN voice and low speed data services. The technical and functional demands of next generation broadband services are likely to exceed the capabilities of PTC 103 compliant wiring systems due to:
- Consumer electronics manufacturer's support of IP and Ethernet via UTP (RJ45) and fibre interfaces
- Demand for integrated services in the home
- Ethernet LANs
- Increasing broadband line rates
- Service providers wishing to deploy multiple services over a single line
The aim of the session held in Auckland in November 2008 was to begin discussions towards agreement on a national Code of Practice for premises wiring. This will improve the next generation broadband experience for end-users.

Next Generation Broadband (NGB)
In July 2008 Telecom Wholesale initiated a discovery project to investigate opportunities to enhance and improve its current portfolio of next generation broadband products (Enhanced UBA and the Broadband over Fibre service).
The investigation collected information from the following sources:
- Development and implementation of the Broadband over Fibre pilot service
- Learning from the testing and Soft Launch activities for Enhanced UBA
- Feedback from Service Providers using Enhanced UBA and Broadband over Fibre on product experience so far and key requirements going forward
- International market and product development activities, standards and trends
The NGB product concept and the NGB Release 1 product deliverables are the outputs of this discover investigation.
Vision
Telecom Wholesale's product concept for the delivery of Next Generation Broadband (NGB) intends to improve stability, usability, economics, and flexibility for service providers, and enable them to provide complete solutions to end-users in the connected 'digital home'.

UBA New Connection Option
The current UBA Connection Only & Connection & Wiring options for UBA do not take account of the problems experienced by Access Seekers and third-parties when installing services in a multi-tenanted building (i.e. identifying the correct copper pair that carries the service).
This document outlines a proposal from Telecom to address these issues.
